Unfortunately, this sentence badly undermines the value of the potential US cash acceptance legislation:

The vast majority of those who WANT to use cash already have cards.
They don’t WANT to buy another one using cash.
I have seen this nonsense first hand in New York, where some disreputable businesses have used this loophole to avoid directly accepting cash.

In the UK, Aberystwyth University, facing intense criticism for imposing “cashless”, has tried to pull a similar stunt, offering to sell a card to those who WANT to use cash.
The Payment Choice Alliance calls on former Welsh Language Commissioner, Meri Huws, who is now Chair of Aberystwyth University Council and Rhian Hayward MBE, CEO of the University, to immediately intervene to ensure cash is DIRECTLY accepted everywhere at the University.
Aberystwyth University has let down everyone in the UK, EVERY member of the British public, by imposing “cashless”.
Aberystwyth University receives funding from the Public Purse, yet won’t accept the British publics cash as a payment method?
